The Ghana Enterprises Agency (GEA), in partnership with the Mastercard Foundation, is implementing the Business in a Box (BizBox) Project. The Project seeks to empower youth, women, and Persons with Disabilities (PWDs) by equipping them with entrepreneurial skills, vocational competencies, and business support to start, manage, and grow sustainable enterprises.
To enhance project visibility, awareness, and participants engagement, GEA intends to engage qualified Media Partners to provide communications and promotional services, ensuring broad reach, inclusivity, and effective engagement of target groups.
The objectives of the engagement are to:
- Facilitate the development of communication materials such as documentaries, success stories, and promotional content.
- Enhance project visibility through effective communication strategies using multiple media channels.
- Educate and engage youth, women, and PWDs by informing them about the project, selection criteria, and application processes.
The partnership (“the Services”) will include, but not be limited to:
- Providing effective media engagement support to GEA.
- Capturing and sharing at least ten (10) success stories and at least two (2) documentaries per quarter.
- Enhancing project visibility through traditional and digital media platforms.
- Providing media coverage for BizBox-related events.
- Managing relationships with media outlets, organizing press releases and briefings with stakeholders.
- Creating and managing social media handles and providing feedback channels for the Project.
- Submitting monthly, quarterly, and annual reports on media activities.
- Producing quarterly and annual newsletters.
- Developing concepts and appropriate content for media campaigns.
- Documenting and disseminating project lessons, milestones, and successes.
- Coordinating all media-related tasks and campaigns under the Project.
The expected duration of the assignment is 24 months, subject to annual renewal or extension based on performance and project needs.
Interested partnering Firms must demonstrate the following minimum qualifications:
- Legally registered media or communications firm (provide registration/incorporation documents).
- At least 5 years of proven experience in media production, communications, or public relations.
- Evidence of at least two (2) similar assignments successfully completed with government agencies, NGOs, or donor-funded projects in Ghana or West Africa.
- Demonstrated expertise in producing documentaries, success stories, and promotional materials.
- Proven capacity to manage social media platforms, digital campaigns, and audience engagement.
- Technical and managerial capability with qualified staff (communications specialists, videographers, editors, PR experts, digital media managers).
- Evidence of strong reporting and documentation systems.

A partner will be selected in accordance with the Quality Based Selection (QBS) method as set out in the Public Procurement Act, 2003 (Act 663), as amended.

The Ghana Enterprises Agency (GEA), in partnership with the Mastercard Foundation, is implementing the Business in a Box (BizBox) Project, aimed at supporting youth, women, and Persons with Disabilities (PWDs) through entrepreneurship training, access to resources, and business start-up support.
As part of the project’s support package, participants under the Apprenticeship to Entrepreneurship (A2E) and Agriculture and Agribusiness to Entrepreneurship (AA2E) streams will be equipped with start-up kits to enable them to transition effectively from training into business operations.
The key objective of this engagement is to curate, package, and distribute appropriate start-up kits to selected participants of the BizBox Project across Ghana, ensuring that each kit is aligned to the trade, vocational, or agribusiness needs of the participants.
Scope of Services
The Partership (“the Services”) will include, but not be limited to:
- Collaborating with GEA to finalize specifications for start-up kits tailored to each trade area (A2E/AA2E).
- Identifying, sourcing, and assembling high-quality tools, equipment, and materials required for the start-up kits.
- Establishing transparent systems for kit procurement, packaging, and distribution.
- Coordinating with GEA regional offices to ensure timely delivery of kits to participants.
- Ensuring cost-effectiveness, quality control, and durability of all procured items.
- Submitting monthly progress updates and a final report detailing kit distribution, challenges, and lessons learned.
The duration of the assignment is expected to be 24 Months (renewable annually) with continuation based on performance and project needs. The expected start date is July 2025.
Interested Firms must demonstrate the following minimum qualifications:
- A legally registered company (attach registration/incorporation documents).
- At least 5 years of proven experience in logistics, procurement, supply chain management, or similar assignments.
- Evidence of successfully executing at least two (2) similar assignments with government agencies, NGOs, or donor-funded projects in Ghana or West Africa.
- Demonstrated capacity in curating and distributing tools, equipment, or inputs for youth, women, and PWD-focused programmes.
- Technical and managerial capability with qualified staff in logistics, procurement, and quality assurance.
- Evidence of strong financial management and reporting systems.
