Terms of Reference – Development of an Integrated Digital Application Portal (D4J 2025)

The Ghana Enterprises Agency (GEA), in collaboration with the German Cooperation's "Invest for Jobs" initiative, is implementing the Digitalize for Jobs (D4J) 2025 project under the broader SME Innovation and Inclusion Programme. This second phase builds on the success of the Women SME Digitalization Programme, with a renewed focus on promoting digital inclusion for Persons with Disabilities (PWDs) who own or lead SMEs. This initiative recognizes the increasing importance of digital transformation in fostering business growth. It seeks to equip PWD-owned/led MSMEs with critical digital skills, tools, and strategies to improve their operational efficiency, market reach, and job creation potential.

To support this objective, GEA seeks to engage a Digital Literacy Consultant to lead the design, implementation, and monitoring of tailored digital literacy training and support services for 50 PWD-led SMEs across five regions in Ghana. At least 70% of the targeted SMEs are women-led.

PURPOSE OF ENGAGEMENT

The consultant will provide strategic technical support and implement digital literacy interventions aimed at enhancing the digital capabilities of targeted SMEs. The primary goal is to empower PWD-led businesses with the knowledge and resources to optimize their operations and improve access to digital tools, thereby creating new employment opportunities and stimulating business growth.

KEY OBJECTIVES

  • Simplify Access: Enable secure, multi-step online applications with OTP verification.
  • Enhance Transparency: Present automated scoring, ranking and status updates to stakeholders.
  • Strengthen Monitoring: Offer dynamic dashboards, visitor analytics and security alerts.
  • Ensure Sustainability: Embed backup, archival and maintenance frameworks that outlive project funding.

SCOPE OF WORK

The engaged Firm shall deliver an end-to-end digital application portal comprising:

1. Application Management

  • Multi-step forms, session handling, OTP verification, editable drafts.2. Automated Scoring Engine
  • Configurable criteria, weighted scoring, audit trail and versioning.

3. Role-Based Access Control

  • Distinct privileges for administrators, consultants, coaches and applicants.

4. Notification System

  • Dual-provider SMS gateway integration; templated email alerts; reminder scheduler.

5. Dashboards & Reporting

  • Interactive KPI widgets, export to Excel/PDF, filterable data tables.

6. Training & Activity Modules

  • Upload of attendance, assessment and post-training impact metrics.

7. Visitor Tracking & Security

  • IP/device logging, geolocation, anomaly detection, SIEM hooks.

8. Backup & Archiving

  • Scheduled file generation, checksum verification, auto-emailed summary reports.

The Firm must provide scalable architecture, responsive UI (desktop & mobile) and documented APIs for future integrations.

LOCATION & REPORTING

Reports directly to the CEO of GEA and the Project Coordinator
