SME Innovation and Inclusion Programme – Digitalize for Jobs (D4J)

The Ghana Enterprises Agency (GEA), in collaboration with the German Cooperation's "Invest for Jobs" initiative, is implementing the Digitalize for Jobs (D4J) project under the broader SME Innovation and Inclusion Programme. This phase builds on earlier D4J digitalisation interventions, with a renewed focus on promoting digital inclusion for Persons with Disabilities (PWDs) who own or lead SMEs, and strong attention to women-owned and women-led enterprises. The initiative recognises that a strong, credible and reachable online presence is now central to how SMEs win customers, build trust and grow.

To support this objective, GEA seeks to engage a competent Digital Visibility Service Provider to design, configure, deploy and support a practical Digital Visibility Pack for 50 or more selected SMEs across five regions in Ghana (Ashanti, Greater Accra, Central, Northern and Bono). The pack covers websites or landing pages, social media, WhatsApp Business and new media, with a strong focus on PWD-owned/led SMEs and at least 70% women-led enterprises.

PURPOSE OF ENGAGEMENT

The Service Provider will provide practical technical support to help beneficiary SMEs become visible, credible, reachable and market-ready online. The primary goal is to establish or improve each SME's website or landing page, social media profiles, WhatsApp Business presence and new media engagement, and to train them to manage these channels sustainably beyond the project period.

KEY OBJECTIVES

  • Improve the digital visibility and market presence of selected SMEs.
  • Support SMEs to use websites, social media, WhatsApp Business and new media channels to reach customers more effectively.
  • Improve the quality, consistency and professionalism of SME online profiles, product information and digital content.
  • Build the capacity of SMEs to manage their online presence, respond to enquiries and use basic analytics to improve customer engagement.
  • Strengthen inclusion by ensuring the support is accessible and practical for PWD-owned and PWD-led SMEs.

SCOPE OF WORK

  • Pitch and demonstrate a proposed Digital Visibility Pack, including website/landing page models, social media approach, WhatsApp Business setup and new media strategy.
  • Assess the existing online presence of each beneficiary SME and prepare a simple visibility action plan.
  • Develop, configure or improve a mobile-responsive website, microsite or landing page for each SME.
  • Create, update or optimise relevant social media accounts and standardise profiles, visuals, links and content guidance.
  • Set up or optimise WhatsApp Business, including business profile, catalogue, quick replies, labels, greeting/away messages and click-to-chat links.
  • Support new media and content visibility (short-form video, product photos, digital flyers, directory listings, content calendars).
  • Set up simple analytics and reporting, and track deployment outputs and adoption levels.
  • Train, coach and hand over assets to SMEs, and provide post-deployment support.

LOCATION & REPORTING

  • The assignment shall be carried out in Ghana, supporting beneficiary SMEs across the selected project regions physically, virtually or through a blended approach.
  • The Provider shall act under the direction of the Chief Executive Officer of GEA (or an appointed representative) and report to the Lead Digital Consultant or Project Coordinator.
  • Duration: up to six (6) months from commencement to final reporting, with a one-year handholding period after completion.

WHO SHOULD APPLY

Firms with a minimum of four (4) years' relevant experience in digital visibility, website development, social media management, digital marketing, WhatsApp Business setup or new media content, with evidence of previous work with SMEs, qualified staff and valid business registration.

Integrated Digital Business Management Platform for SMEs

This phase builds on previous D4J implementation experience, with a renewed focus on promoting digital inclusion for Persons with Disabilities (PWDs) who own or lead SMEs. It recognises that many enterprises still rely on manual records and fragmented tools that limit their ability to manage customers, sales, inventory, bookkeeping, visibility and reporting in a coordinated way.

To support this objective, GEA seeks to engage a competent IT Consultancy Firm or Digital Services Provider to deploy a single, integrated all-in-one digital business management platform for 50 or more selected SMEs across five regions in Ghana (Ashanti, Greater Accra, Central, Northern and Bono). The project targets PWD-owned/led SMEs, with a 70% concentration on women-owned or women-led enterprises. The solution must consolidate core business functions into one coherent system.

PURPOSE OF ENGAGEMENT

The Firm will assess SME needs, configure or customise the integrated platform, deploy the solution, train users and administrators, and provide maintenance and technical support. The primary goal is to support the digital transformation of beneficiary SMEs by giving them one integrated platform that improves process efficiency, competitiveness, visibility and business growth.

KEY OBJECTIVES

  • Deploy a single integrated all-in-one digital business management platform for selected PWD-owned/led SMEs.
  • Increase process efficiency, business competitiveness and digital readiness of beneficiaries.
  • Improve the ability of SMEs to manage customers, sales, stock, invoices, expenses, records, digital visibility and reporting from one system.
  • Promote inclusive digitalisation through an accessible, easy-to-use platform suitable for PWD-owned/led enterprises.
  • Strengthen SME readiness for market access, financing, advisory support and job creation.
  • Build the capacity of SMEs and administrators to use, manage and sustain the platform beyond the project.

SCOPE OF WORK

  • Conduct needs assessment, digital readiness review and workflow/process mapping for beneficiaries.
  • Recommend, customise or configure a single integrated platform (open-source, off-the-shelf or developed) suitable for Ghanaian SMEs and accessible to PWD-owned/led enterprises.
  • Ensure all modules operate within one platform, one database and one user-account environment (single sign-on, unified reporting, shared records).
  • Configure dashboards, reports and indicators required by GEA, including core modules: business profile, CRM, sales/POS, invoicing, inventory, purchases/expenses, bookkeeping, eCommerce, reports, notifications, user roles and AI-supported automation.
  • Ensure accessibility and inclusive design (mobile-first, readable, assistive-technology friendly).
  • Conduct testing, user acceptance testing and accessibility review before full deployment.
  • Train SME users, administrators and GEA project users (4 days in each project region).
  • Provide one year of maintenance and technical support after deployment (helpdesk, SLA, service logs).

WHO SHOULD APPLY

Legally registered IT consultancy firms or digital services providers with a minimum of three (3) years' demonstrable experience developing, customising, deploying or supporting digital solutions for SMEs - including integrated business management, ERP, CRM, inventory or eCommerce systems - and capacity for training, helpdesk and post-implementation support.

The United Nations Development Programme (UNDP) in Ghana has announced a call for proposals for the delivery of services under the MSME Gateway to Growth Project. The initiative seeks to strengthen support systems for micro, small, and medium enterprises (MSMEs) across the country.

The assignment, spanning 95 working days over six months, aims to provide technical and strategic assistance that will enhance the growth and competitiveness of MSMEs. Interested service providers are invited to submit proposals through the UNDP Quantum Supplier Portal before the deadline of September 30, 2025, at 5:20 AM (New York time).

How to Apply

  • Suppliers must register on the UNDP Quantum Supplier Portal to access the tender.

  • Those without an account can create one using the Supplier Registration link provided on the UNDP procurement website.

  • Applicants with existing profiles are advised not to create duplicates but to use the “forgot password” feature if necessary.

The Ghana Enterprises Agency (GEA), in partnership with the Mastercard Foundation, is implementing the Business in a Box (BizBox) Project. The Project seeks to empower youth, women, and Persons with Disabilities (PWDs) by equipping them with entrepreneurial skills, vocational competencies, and business support to start, manage, and grow sustainable enterprises.

To enhance project visibility, awareness, and participants engagement, GEA intends to engage qualified Media Partners to provide communications and promotional services, ensuring broad reach, inclusivity, and effective engagement of target groups.

The objectives of the engagement are to:

  • Facilitate the development of communication materials such as documentaries, success stories, and promotional content.
  • Enhance project visibility through effective communication strategies using multiple media channels.
  • Educate and engage youth, women, and PWDs by informing them about the project, selection criteria, and application processes.

The partnership (“the Services”) will include, but not be limited to:

  • Providing effective media engagement support to GEA.
  • Capturing and sharing at least ten (10) success stories and at least two (2) documentaries per quarter.
  • Enhancing project visibility through traditional and digital media platforms.
  • Providing media coverage for BizBox-related events.
  • Managing relationships with media outlets, organizing press releases and briefings with stakeholders.
  • Creating and managing social media handles and providing feedback channels for the Project.

  • At least 5 years of proven experience in media production, communications, or public relations.
  • Evidence of at least two (2) similar assignments successfully completed with government agencies, NGOs, or donor-funded projects in Ghana or West Africa.
  • Demonstrated expertise in producing documentaries, success stories, and promotional materials.
  • Proven capacity to manage social media platforms, digital campaigns, and audience engagement.
  • Technical and managerial capability with qualified staff (communications specialists, videographers, editors, PR experts, digital media managers).
  • Evidence of strong reporting and documentation systems.

The Ghana Enterprises Agency (GEA), in partnership with the Mastercard Foundation, is implementing the Business in a Box (BizBox) Project, aimed at supporting youth, women, and Persons with Disabilities (PWDs) through entrepreneurship training, access to resources, and business start-up support.

As part of the project’s support package, participants under the Apprenticeship to Entrepreneurship (A2E) and Agriculture and Agribusiness to Entrepreneurship (AA2E) streams will be equipped with start-up kits to enable them to transition effectively from training into business operations.

The key objective of this engagement is to curate, package, and distribute appropriate start-up kits to selected participants of the BizBox Project across Ghana, ensuring that each kit is aligned to the trade, vocational, or agribusiness needs of the participants.

Scope of Services

The Partership (“the Services”) will include, but not be limited to:

  • Collaborating with GEA to finalize specifications for start-up kits tailored to each trade area (A2E/AA2E).
  • Identifying, sourcing, and assembling high-quality tools, equipment, and materials required for the start-up kits.
  • Establishing transparent systems for kit procurement, packaging, and distribution.
  • Coordinating with GEA regional offices to ensure timely delivery of kits to participants.
  • Ensuring cost-effectiveness, quality control, and durability of all procured items.
  • Submitting monthly progress updates and a final report detailing kit distribution, challenges, and lessons learned.

The duration of the assignment is expected to be 24 Months (renewable annually) with continuation based on performance and project needs. The expected start date is July 2025.

  • At least 5 years of proven experience in logistics, procurement, supply chain management, or similar assignments.
  • Evidence of successfully executing at least two (2) similar assignments with government agencies, NGOs, or donor-funded projects in Ghana or West Africa.
  • Demonstrated capacity in curating and distributing tools, equipment, or inputs for youth, women, and PWD-focused programmes.
  • Technical and managerial capability with qualified staff in logistics, procurement, and quality assurance.
