Call for Proposals: Digital Visibility Service Provider

SME Innovation and Inclusion Programme – Digitalize for Jobs (D4J)

The Ghana Enterprises Agency (GEA), in collaboration with the German Cooperation's "Invest for Jobs" initiative, is implementing the Digitalize for Jobs (D4J) project under the broader SME Innovation and Inclusion Programme. This phase builds on earlier D4J digitalisation interventions, with a renewed focus on promoting digital inclusion for Persons with Disabilities (PWDs) who own or lead SMEs, and strong attention to women-owned and women-led enterprises. The initiative recognises that a strong, credible and reachable online presence is now central to how SMEs win customers, build trust and grow.

To support this objective, GEA seeks to engage a competent Digital Visibility Service Provider to design, configure, deploy and support a practical Digital Visibility Pack for 50 or more selected SMEs across five regions in Ghana (Ashanti, Greater Accra, Central, Northern and Bono). The pack covers websites or landing pages, social media, WhatsApp Business and new media, with a strong focus on PWD-owned/led SMEs and at least 70% women-led enterprises.

PURPOSE OF ENGAGEMENT

The Service Provider will provide practical technical support to help beneficiary SMEs become visible, credible, reachable and market-ready online. The primary goal is to establish or improve each SME's website or landing page, social media profiles, WhatsApp Business presence and new media engagement, and to train them to manage these channels sustainably beyond the project period.

KEY OBJECTIVES

  • Improve the digital visibility and market presence of selected SMEs.
  • Support SMEs to use websites, social media, WhatsApp Business and new media channels to reach customers more effectively.
  • Improve the quality, consistency and professionalism of SME online profiles, product information and digital content.
  • Build the capacity of SMEs to manage their online presence, respond to enquiries and use basic analytics to improve customer engagement.
  • Strengthen inclusion by ensuring the support is accessible and practical for PWD-owned and PWD-led SMEs.

SCOPE OF WORK

  • Pitch and demonstrate a proposed Digital Visibility Pack, including website/landing page models, social media approach, WhatsApp Business setup and new media strategy.
  • Assess the existing online presence of each beneficiary SME and prepare a simple visibility action plan.
  • Develop, configure or improve a mobile-responsive website, microsite or landing page for each SME.
  • Create, update or optimise relevant social media accounts and standardise profiles, visuals, links and content guidance.
  • Set up or optimise WhatsApp Business, including business profile, catalogue, quick replies, labels, greeting/away messages and click-to-chat links.
  • Support new media and content visibility (short-form video, product photos, digital flyers, directory listings, content calendars).
  • Set up simple analytics and reporting, and track deployment outputs and adoption levels.
  • Train, coach and hand over assets to SMEs, and provide post-deployment support.

  • Inception Report and Workplan.
  • Solution Pitch and Demonstration Report.
  • SME Digital Visibility Assessment Report (visibility status, gaps and action plan per SME).
  • Website/Landing Page Deployment Report.
  • Social Media Setup and Optimisation Report.
  • WhatsApp Business Setup Report.
  • New Media and Content Support Package.
  • Training Materials, User Guides and Training/Coaching Report.
  • Analytics and Adoption Report.
  • Post-Deployment Support and Sustainability Plan.
  • Final Implementation Report.

LOCATION & REPORTING

  • The assignment shall be carried out in Ghana, supporting beneficiary SMEs across the selected project regions physically, virtually or through a blended approach.
  • The Provider shall act under the direction of the Chief Executive Officer of GEA (or an appointed representative) and report to the Lead Digital Consultant or Project Coordinator.
  • Duration: up to six (6) months from commencement to final reporting, with a one-year handholding period after completion.

WHO SHOULD APPLY

Firms with a minimum of four (4) years' relevant experience in digital visibility, website development, social media management, digital marketing, WhatsApp Business setup or new media content, with evidence of previous work with SMEs, qualified staff and valid business registration.
