SME Innovation and Inclusion Programme – Digitalize for Jobs (D4J)
The Ghana Enterprises Agency (GEA), in collaboration with the German Cooperation's "Invest for Jobs" initiative, is implementing the Digitalize for Jobs (D4J) project under the broader SME Innovation and Inclusion Programme. This phase builds on previous D4J implementation experience, with a renewed focus on promoting digital inclusion for Persons with Disabilities (PWDs) who own or lead SMEs. It recognises that many enterprises still rely on manual records and fragmented tools that limit their ability to manage customers, sales, inventory, bookkeeping, visibility and reporting in a coordinated way.
To support this objective, GEA seeks to engage a competent IT Consultancy Firm or Digital Services Provider to deploy a single, integrated all-in-one digital business management platform for 50 or more selected SMEs across five regions in Ghana (Ashanti, Greater Accra, Central, Northern and Bono). The project targets PWD-owned/led SMEs, with a 70% concentration on women-owned or women-led enterprises. The solution must consolidate core business functions into one coherent system.
PURPOSE OF ENGAGEMENT
The Firm will assess SME needs, configure or customise the integrated platform, deploy the solution, train users and administrators, and provide maintenance and technical support. The primary goal is to support the digital transformation of beneficiary SMEs by giving them one integrated platform that improves process efficiency, competitiveness, visibility and business growth.
KEY OBJECTIVES
- Deploy a single integrated all-in-one digital business management platform for selected PWD-owned/led SMEs.
- Increase process efficiency, business competitiveness and digital readiness of beneficiaries.
- Improve the ability of SMEs to manage customers, sales, stock, invoices, expenses, records, digital visibility and reporting from one system.
- Promote inclusive digitalisation through an accessible, easy-to-use platform suitable for PWD-owned/led enterprises.
- Strengthen SME readiness for market access, financing, advisory support and job creation.
- Build the capacity of SMEs and administrators to use, manage and sustain the platform beyond the project.
SCOPE OF WORK
- Conduct needs assessment, digital readiness review and workflow/process mapping for beneficiaries.
- Recommend, customise or configure a single integrated platform (open-source, off-the-shelf or developed) suitable for Ghanaian SMEs and accessible to PWD-owned/led enterprises.
- Ensure all modules operate within one platform, one database and one user-account environment (single sign-on, unified reporting, shared records).
- Configure dashboards, reports and indicators required by GEA, including core modules: business profile, CRM, sales/POS, invoicing, inventory, purchases/expenses, bookkeeping, eCommerce, reports, notifications, user roles and AI-supported automation.
- Ensure accessibility and inclusive design (mobile-first, readable, assistive-technology friendly).
- Conduct testing, user acceptance testing and accessibility review before full deployment.
- Train SME users, administrators and GEA project users (4 days in each project region).
- Provide one year of maintenance and technical support after deployment (helpdesk, SLA, service logs).

- Inception Report (methodology, workplan, Gantt chart, risk register).
- Needs Assessment and Digital Readiness Report.
- Integrated Platform Specification Report.
- Customization and Configuration Plan.
- Functional Integrated Platform (deployed all-in-one solution).
- Training Materials and User/Administrator Manuals.
- Training and Knowledge Transfer Report.
- Digital Solutions Deployment Report.
- Maintenance and Support Plan (one-year SLA).
- Final Comprehensive Report.
LOCATION & REPORTING
- The assignment shall be carried out in Ghana, engaging beneficiary SMEs, BACs, BRCs and project partners across the project regions physically or virtually.
- The Firm shall act under the direction of the Chief Executive Officer of GEA (or an appointed representative) and report to the Project Lead or Project Coordinator.
- Duration: up to three (3) months from commencement, excluding the one-year post-deployment maintenance and support period.
WHO SHOULD APPLY
Legally registered IT consultancy firms or digital services providers with a minimum of three (3) years' demonstrable experience developing, customising, deploying or supporting digital solutions for SMEs - including integrated business management, ERP, CRM, inventory or eCommerce systems - and capacity for training, helpdesk and post-implementation support.
